Unfortunately, not all home and building inspectors are "created equal". It is of the utmost importance that you know the qualifications of the professional that you are hiring to inspect your property! Michael has earned the prestigious (and rare) distinction of being both qualified and accepted by the California court system as an expert witness on the standard of care of a professional home inspection as defined by the California Business and Professions Code and other nationally recognized professional home inspection associations’ standards of practice. Please read his biography below and you can then schedule your inspection with confidence. Michael R. Moore Michael R. Moore owns and operates National 400 Real Estate Inspections. Through home repair, building construction, and real estate inspections he has accumulated over 32 years of experience. Actually, his very first "hands on" home repair/maintenance experience was gained years before that as he assisted his do-it-your-self type father each weekend on their vintage home in Pasadena, California. It was during those young teenage years that Michael learned an appreciation for good workmanship and proper repair, maintenance and construction techniques. During summer vacations while attending Cal Poly State University, Pomona, Michael worked as a carpenter for a very active "high end" local home remodeler. Hands on experience developed a very good background in foundations, framing, electrical, heating, a/c, plumbing, and roofing. Upon graduation, he advanced to a full time project foreman, and ultimately to project supervisor. This included direct supervision of the immediate construction crew as well as supervising the installation and quality control of the many varied licensed sub-trades. It would naturally follow that Michael applied for and passed his State Contractor's Exam in 1988, receiving his general contractor's license under the company name of "Highland Builders" (Lic.# 551548). The new business began as a full service home repair business. As the client pool grew so did the size and scope of the projects. Michael was soon performing kitchen and bath remodels, and room additions. Eventually, most of the projects completed were major remodels, additions, and some new construction. Highland Builder's client profile widened somewhat to include light commercial and tenant improvements. In the past 17 years, Mr. Moore solely and exclusively performs real estate inspections Full-Time for individuals purchasing and selling homes, condos, townhomes, mobile/manufactured, apartment complexes, and light commercial buildings. Here he can utilize his many years of experience to evaluate a property condition as to overall construction quality, survey and report any significant defects, perform operational and functional tests of components, report/advise on safety/health issues, and evaluate and report on any visible remodels or additions, especially amateur work (these can be dangerous). Michael will also survey the property as meeting the "building standards" at the time of construction. Clearly, older properties typically do not fall under the more stringent requirements of modern building standards, and with very rare exception are not required to be retrofitted to today's building standards. As a courtesy only, Michael will on occasion make recommendations to buyers of vintage properties as to worthwhile "upgrades", in the areas of structure, health, safety or efficiency. Mr. Moore can proudly claim certified membership in both the California Real Estate Inspection Association (CREIA), and the American Society of Home Inspectors (ASHI). Within CREIA, he has earned the highest status attainable as a "Master CREIA Inspector" (#0038), also serving at various CREIA chapter officer positions. With additional education, training, experience, and examinations, Michael has received certification as a Combination Dwelling Inspector from the International Conference of Building Officials (ICBO), Electrical Inspector from the International Association of Electrical Inspectors (IAEI), and as both a Plumbing Inspector and Mechanical Inspector from the International Association of Plumbing and Mechanical Officials (IAPMO). To gain and maintain certification the inspector is tested on his knowledge, critiqued by his peers, required to participate in educational seminars, and adhere to a defined "Standards of Practice" and "Code of Ethics" .
